"ေဒၚစုမပါတဲ႔ေရြးေကာက္ပြဲဆန္႔က်င္ရႈတ္ခ်သပိတ္ေမွာက္ၾက"

(၂၂) ေျမာက္ ရွစ္ေလးလုံး ႏွစ္ပတ္လည္ ေက်ညာခ်က္

ေက်ာင္းသားျပည္သူ ရဟန္းရွင္လူ အေပါင္းတို႔၏၊ အသက္အေသြးေခြ်းမ်ားျဖင့္ ရင္းႏွီးဆင္ႏႊဲခဲ့သည့္ ရွစ္ေလးလုံးဟု ထင္ရွားသည့္ ဗမာျပည္သူတို႔၏ ဒီမိုကေရစီအေရးေတာ္ပုံ သုိ႔မဟုတ္ (၁၃၅၀) ျပည့္ အေရးေတာ္ပုံႀကီးသည္ (၂၂) ႏွစ္ ျပည့္ေျမာက္ခဲ့ၿပီ ျဖစ္သည္။

ေထာင္ေပါင္းမ်ားစြာ အသက္စေတးခဲ့ရသည့္ အေရးေတာ္ပုံႀကီးသည္ မဆလ စစ္အစိုးရအား ျဖဳတ္ခ်ႏိုင္ခဲ့သလို စစ္အာဏာရွင္ စံနစ္သည္ တိုင္းျပည္ႏွင့္ လူမ်ဳိးစုံျပည္သူမ်ား၏ အဓိကအႏၱရာယ္ ရန္ဆူးရန္ေျငာင့္ျဖစ္ေၾကာင္း ျပည္သူတို႔အား ႏိုင္ငံေရးအသိတရား ေပးႏုိင္ခဲ့သည္။ ထို႔အျပင္ ေဒၚေအာင္ဆန္းစုၾကည္၊ ဦးတင္ဦး၊ ဦးဝင္းတင္ႏွင့္ တိုင္းရင္းသားေခါင္ေဆာင္မ်ား ရွစ္ေလးလုံးေက်ာင္းသားေခါင္းေဆာင္မ်ား စသည့္ လူထုတိုက္ပြဲ၏ ေခါင္းေဆာင္မႈကို ေမြးထုတ္ခဲ့သည္။ ၁၉၉၀ ျပည့္ ေရြးေကာက္ပြဲ အႏုိင္ရ အမ်ဳိးသားဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ႏွင့္ တိုင္းရင္းသားပါတီမ်ားကို ေမြးထုတ္ႏုိင္ခဲ့သည္။ နယ္ျခားႏွင့္ ျပည္ပအေျခစိုက္ အင္အားစုမ်ားသည္လည္း ရွစ္ေလးလုံး အေရးေတာ္ပုံ၏ အက်ဳိးဆက္ရလာဒ္ပင္ျဖစ္သည္။

(၂၂) ႏွစ္ ၾကာေညာင္းခဲ့ေသာ္လည္း အေရးေတာ္ပုံႀကီး၏ ရည္မွန္းခ်က္ျဖစ္ေသာ ဗမာျပည္ ဒီမိုကေရစီတိုက္ပြဲကား အဆုံးမသတ္ႏိုင္ေသးေပ။ ထုိ႔ထက္မက နအဖ စစ္အုပ္စုသည္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ လူထုတုိက္ပြဲ ေခါင္းေဆာင္မႈအား ဖမ္းဆီးေထာင္ခ် ထိမ္းခ်ဳပ္ထားသည္။ ယခုအခါ တိုင္းျပည္တဝွမ္း၌ ႏုိင္ငံေရးအက်ဥ္းသားေပါင္း (၂၀၀၀) ေက်ာ္တုိ႔ တရားမဲ့ ဖမ္းဆီးအက်ဥ္းက်ခံေနၾကရသည္။ တခ်ိန္တည္းမွာပင္ အေရးေတာ္ပုံ၏ ေအာင္သီးေအာင္ပြင့္ျဖစ္ေသာ (၉၀) ခု ေရြးေကာက္ပြဲ၏ ရလာဒ္ ျပည္သူ႔အဆုံးျဖတ္အား အတုအေယာင္ ေရြးေကာက္ပြဲျဖင့္ ေဖ်ာက္ဖ်က္ကာ (၂၀၀၈) စစ္ကြ်န္ဖြဲ႕စည္းပုံျဖင့္ တရားဝင္စစ္အာဏာရွင္စံနစ္ကို သြတ္သြင္းရန္ ႀကိဳးပမ္းေနသည္။

တိုင္းျပည္အနာဂါတ္ႏွင့္ လူမ်ဳိးစုံျပည္သူတို႔၏ ကံၾကမၼာအတြက္ အလြန္အေရးႀကီးသည့္ ယခုလိုအခ်ိန္အခါ၌ ျပည္တြင္းျပည္ပမွ ေခါင္းေဆာင္တခ်ဳိ႕သည္ လူထုတိုက္ပြဲလမ္းေၾကာင္းမွ ေသြဖီကာ စစ္အုပ္စု၏ စစ္ကြ်န္ဇာတ္သြင္းေရး အတုအေယာင္ ေရြးေကာက္ပြဲအား အေၾကာင္းအမ်ဳိးမ်ဳိးျပလွ်က္ အားေပးေထာက္ခံေနၾကသည္။ ပါဝင္ဆင္ႏႊဲရန္ ျပင္ဆင္ေနၾကသည္။ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ လူထုေခါင္းေဆာင္မ်ား၏ လမ္းညြန္ခ်က္ႏွင့္ ရပ္တည္ခ်က္မ်ားအား ျပည္ပေရဒီယိုမ်ား၊ ျပည္တြင္းစာနယ္ဇင္းမ်ားမွတဆင့္ ေဝဘန္ပုတ္ခတ္ျခင္းမ်ား ျပဳလုပ္လွ်က္ ရွိသည္။ လူထုအၾကား ေဝဝါးမႈမ်ား ျဖစ္ေပၚေစရန္ အားထုတ္လွ်က္ရွိၾကသည္။

၎တို႔ ေထာက္ခံေျပာဆိုေနသည့္ ေရြးေကာက္ပြဲသည္ (၂၀၀၈) စစ္ကြ်န္ဖြဲ႕စည္းပုံအရ ျပဳလုပ္ျခင္းျဖစ္သည္။ ေဒၚေအာင္ဆန္းစုၾကည္အပါအဝင္ လူထုေခါင္းေဆာင္မ်ားအား ပါဝင္ယွဥ္ၿပိဳင္ခြင့္ ပိတ္ပင္ထားသည္။ ထိုစစ္ကြ်န္ဖြဲ႕စည္းပုံက ကာကြယ္ေရး ဦးစီးခ်ဳပ္အား လူထုေရြးေကာက္ထားသည့္ လႊတ္ေတာ္ကို ေက်ာ္လြန္ကာ တိုင္းျပည္အေရးအရာမ်ားကို စိတ္တုိင္းက် ျခယ္လွယ္ခြင့္ ျပဳထား႐ုံမက အာဏာသိမ္းခြင့္ကိုပါ ေပးအပ္ထားသည္။ ဗဟိုႏွင့္ ျပည္နယ္လႊတ္ေတာ္မ်ား၏ ေလးပုံတပုံကို စစ္တပ္က သိမ္းပုိက္ထားသည္။ ထို႔ေၾကာင့္ စစ္ကြ်န္ဥပေဒအရ သာမာန္ျပည္သူမ်ားကို မဆိုထားဘိ လူထုကိုယ္စားလွယ္ လြတ္ေတာ္မတ္မ်ား၏ အခြင့္အေရးကိုပင္ အာမခံႏိုင္ျခင္း မရွိေပ။ ထုိစစ္ကြ်န္ဥပေဒပါ ႏိုင္ငံေရးစံနစ္တြင္ မည္သည့္ပါတီပင္ အႏုိင္ရသည္ျဖစ္ေစ ဖြဲ႕စည္းလာမည့္ အစိုးရအားလုံးသည္ စစ္တပ္လက္ကိုင္တုတ္ ႐ုပ္ျပအစိုးရသာျဖစ္သည္။

အမ်ဳိးသားဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ႏွုင့္ (၉၀) ခုေရြးေကာက္ပြဲ အႏုိင္ရပါတီမ်ားက (၉၀) ခုေရြးေကာက္ပြဲရလာဒ္အား တစုံတရာ အသိအမွတ္ျပဳေရး၊ လူထုဆႏၵမပါပဲ ေရးဆြဲထားသည့္ (၂၀၀၈) ဖြဲ႕စည္းပုံအား ျပန္လည္ျပင္ဆင္ေရးႏွင့္ ႏုိင္ငံေရးအက်ဥ္းသားမ်ား ခြ်င္းခြ်က္မရွိ ျပန္လႊတ္ေရး စသည့္အခ်က္မ်ားျဖင့္ ေတြ႕ဆုံးေဆြးေႏြး အေျဖရွာေရးႏွင့္ ပူးေပါင္းေဆာင္ရြာက္ေရး ႀကိဳးပမ္းမႈအား၊ လစ္လွ်ဳ႐ႈကာ ယခုကဲ့သို႔ စစ္ကြ်န္စံနစ္ သြတ္သြင္းျခင္းကို အဓမၼေဆာင္ရြက္ေနျခင္းျဖစ္သည္။

ထို႔ေၾကာင့္ အမ်ဳိးသား ဒီမိုကေရစီအဖြဲ႕ခ်ဳပ္ႏွင့္ (၉၀) ခုေရြးေကာက္ပြဲ အႏုိင္ရပါတီမ်ားက မတရားသည့္ ေရြးေကာက္ပြဲဥပေဒႏွင့္ ဒီမိုကေရစီကင္းမဲ့သည့္ စစ္ကြ်န္ဖြဲ႕စည္းပုံတို႔အား ကန္႔ကြက္သည့္အေနျဖင့္ ပါတီမ်ား ျပန္လည္မွတ္ပုံတင္ျခင္းမျပဳရန္ႏွင့္ အတုအေယာင္ ေရြးေကာက္ပြဲအား သပိတ္ေမွာက္ၾကရန္ ဆုံးျဖတ္ခဲ့ၾကသည္။ ၎အျပင္ လူထုေခါင္းေဆာင္မ်ား ျဖစ္ၾကသည့္ ေဒၚေအာင္ဆန္းစုၾကည္၊ ဦးဝင္းတင္၊ ဦးေအးသာေအာင္တို႔မွလည္း ေရြးေကာက္ပြဲအား သပိတ္ေမွာက္ၾကရန္ ျပည္သူတို႔အား လမ္းညြန္ႏႈိးေဆာ္ခဲ့ၾကၿပီးျဖစ္သည္။

ဤအတုအေယာင္ ေရြးေကာက္ပြဲသည္ တုိင္းျပည္ႏွင့္ လူမ်ဳိးစုံျပည္သူတို႔အား ထာဝရစစ္ကြ်န္ဇာတ္သြင္းမည့္ ေရြးေကာက္ပြဲျဖစ္သည္။ တိုင္းျပည္အတြင္း ႏိုင္ငံေရးမတည္ၿငိမ္မႈမ်ားႏွင့္ စစ္တပ္အာဏာသိမ္းမႈမ်ား တၿခိမ္းၿခိမ္း ျဖစ္ေပၚေစမည့္ ေရြးေကာက္ပြဲျဖစ္သည္။ ထို႔ေၾကာင့္ ေဒၚေအာင္ဆန္းစုၾကည္ႏွင့္ လူထုေခါင္းေဆင္မ်ား မပါဝင္သည့္ ဤအတုအေယာင္ ေရြးေကာက္ပြဲအား တိုင္းရင္းသား ျပည္သူတရပ္လုံး ဆန္႔က်င္ ကန္႔ကြက္ သပိတ္ေမွာက္ၾကရန္ (၂၂) ေျမာက္ ရွစ္ေလးလုံး အခါသမယတြင္ တပ္လွန္႔ႏႈိးေဆာ္ သတိေပးအပ္ပါသည္။

“No Election without Aung San Suu Kyi”

Statement on the 22^nd Anniversary of the Four 8’s Uprising

8^th August 2010

Today marks the twenty two years after the nation-wide pro-democracy uprising took place in Burma.  It will forever be remembered as the Four 8’s or the 1350 Revolution (Burmese Calendar Year for 1988) in which students, monks and people from all walks of life made their ultimate sacrifices for democracy and human rights.

The people’s uprising successfully removed the Burma Socialist Programme Party (BSPP) from power and helped the people of Burma wake up their political awareness and realize to see the military dictatorship as the main enemy to the nation and its nationalities. Moreover, the uprising gave birth to the true national leaders including Daw Aung San Suu Kyi, U Tin Oo, U Win Tin as well as the ethnic and student leaders.  The democratically-elected National League for Democracy (NLD) and ethnic parties are the children of the uprising.  The democratic forces operating along the border areas and overseas are merely its physical extensions.

Though twenty two years has lapsed, the democratic struggle for achieving the goal of the Four 8’s uprising has not yet concluded.  Moreover, the SPDC military regime is still keeping Daw Aung San Suu Kyi and several public leaders behind bars.  At this very moment, there over 2000 known political prisoners being illegally held without free and fair trials.  Meanwhile, the military regime is making an all-out effort to wipe out the 1990 Elections’ result which is the fruit of the Four 8’s and to legitimize the permanent military  dictatorship by giving life to its pro-military 2008 constitution. Therefore, Burma and its people are indeed facing the moment of truth today. 

Sadly and shamefully, some leaders of both inside and outside of Burma have now openly supported this sham pro-military dictatorship election by giving all kinds of false reasons and excuses.  They have deliberately deviated from the path of Four 8’s peoples’ uprising.  They have gone ahead with preparation for participating in the elections.  They have even gone to the extent of criticizing and attacking the political stance and guidance of Daw Aung San Suu and other national leaders on the overseas radios, domestic papers and magazines.  Obviously, their effort is to generate confusion among the people.

The elections that they are supporting will be held in accordance with the 2008 pro-military dictatorship constitution.  Leaders including Daw Aung San Suu Kyi have been excluded from contesting these elections.  This constitution guarantees that the Commander-in-Chief of the Defence Services has an absolute and infinite power over the elected body Pyithu Hluttaw (People Parliament), and has the final say in all national affairs including the removal of the pseudo-civilian government from power at will.  By default, the armed forces will fill one fourth of the total seats of both union and state legislative bodies with its members.  Thus, this pro-military dictatorship constitution does not guarantee even the rights of the elected members, let alone the rights of common people.  Within the political system set up by this constitution, any political party, regardless of its being elected as majority or not, is designed to be controlled like a puppet-government by the military regime.

The military regime has been resolute in forcing the permanent military dictatorship upon the country and ignoring the appeals from the NLD and other winning parties for the recognition of the 1990 elections’ result, the amendment of 2008 Constitution that was drafted and ratified without public mandate, the unconditional release of political prisoners, and, most importantly, the national reconciliation.

Therefore, NLD along with other winning political parties of 1990 elections have decided not to re-register as a parties and to boycott against the sham elections as an objection to both unfair and unjust rules and regulation of the upcoming elections and the antidemocratic, pro-military dictatorship constitution.  Furthermore, public leaders including Daw Aung San Suu Kyi, U Win Tin and U Aye Thar Aung have boldly urged the people to boycott the elections.

This sham election will not only legitimize the enslavement of the people by the military dictators but cause more domestic political unrests followed by more military coup d’états in the future.  On this 22^nd Anniversary of Four 8’s, the entire population of Burma and international community are therefore urged to boycott and defy against the sham elections that exclude the public leaders including Daw Aung San Suu Kyi.
